    The Texas Chapter of Chinese Association for Science and Technology (CAST-TX), founded in 1999 in Dallas, Texas, as a non-for-profit organization. CAST-TX is a local chapter of the CAST-USA which is founded in 1992 at New York. CAST-USA has 12 local chapters with over 8000 members. The mission of CAST-TX is to foster academic exchange and professional development; to support STEM education for young generations; and to romote outstanding traditions of the Chinese community.

    Term: 2014-2016.

    President: Dr. Walter Hu 胡文闯教授

    Dr. Hu is an associate professor of Dept. of Electrical Engineering of University of Texas at Dallas. His group research on semiconductor, biosensor, and nanomaterials with 120+ journal and conference papers and 10+ filed patents. He received the BSEE from Peking University (Beijing), Ph.D. from University of Notre Dame (IN), and post-doc at University of Michigan, MI. Dr. Hu received NSF Career award, NSF AIR award, Faculty Research Award of UTD, Gushu Tech Leadership Award (China), and Oustanding Leadership Award from US Consulate General of China (Chicago). He also involves in technology commercialization and startup venture. He is the faculty advisor of UTD FACCS since 2005. 

    Chairman of Board: Kelvin Xu 徐辉

    Mr. Xu is a partner of LigthPath Services Corp, a startup of next generation of hi-tech. Mr . Xu graduated from McGill University and University of Science and Technology of China (USTC). He was a VP of Asia-Pacifc in AuBay Services Corp. to manage hi-tech projects and raise a PE funding for these projects. Before that, he was a principal software engineer in SkyFiber Corp.  He has many years of professional experiences in S&P 500 companies (Bell Canada, Nortel, Alcatel, Fujitsu) as well as startups.  His expertises includes: OS, Network protocols, Big Data, Internet of Things (IoT), wireless sensor, multi-media, tablet computer, DSP, SONET and DWDM.  Mr. Xu holds multiple US patents in wireless, IoT, and optics communication.

    Executive VP: Jason Liu 刘乐然

    Mr. Liu is the Founder and Managing Director of DFW Excellerator, first cross-border business incubator and accelerator in North Texas, focus on technology transfer and commercialization, healthcare, and green energy.   He received the MBA from UT Dallas and Computer Science and Engineering from UT Arlington.  He is also a serial entrepreneur who likes to build and grow the business.  Mr. Liu currently is VP of American Chinese Federation Industry and Commerce, a non-profit organization facilitates trade, economy and culture exchange.

    VP Academy-UTD: Dr. Jie Zheng 郑杰教授

    Professor Jie Zheng is an associate professor in the chemistry department at the University of Texas at Dallas. He received his BS in chemistry from Inner Mongolia University and Ph. D from Georgia Institute of Technology. After accomplishing his postdoctoral training at Harvard University and Howard Hughes Medical Institute, he joined the chemistry department at UT Dallas as an assistant professor in 2008 and was promoted to an associate professor with tenure in 2014. His research group is interested in addressing the challenges in the clinical translation of nanomedicines and has been hosting nearly 20 students from local high schools for summer research to promote The Science, Technology, Engineering, and Mathematics (STEM) Education for local communities.

    VP Entrepreneurship: Michael Weng 翁立朝

    Mr. Weng is the founder and CEO/president of CETETEK Technology Inc, focuing on oversea Chinese mobile information service platform, known as V-life (V生活), and mobile app development. He has 20+ years of experience in IT industry and technology venture. Previously, he was general manager at CETECOM (Shanghai),  CTO/VP of Engineering at InterGrafx Inc., and CEO/President of Advance Information Technology Corp (Beijing), and engineering career in Nokia, Rapid5 Networks, Uniden America Corp, etc. Mr. Weng received MSEE from University of Oklahoma and BSEE from Shanghai Jiao Tong University. Mr. Weng is currently the President of American Chinese Federation of Industry & Commerce and Conselor of Great Dallas Taiwan Chiness Chamber. 

    VP Public Relations: Angela Chen 陈恬恬

    Angela Chen is International Relations at FIG Tree Capital Venture LLC. She is responsible for the project research, investment strategy, client relationships, and marketing activities. She is the liaison between Chinese investors and U.S. market. She designs presentations and marketing collateral, assists in platform development, and foreign direct investment. Ms. Chen received her MBA in Finance and Real Estate from the University of Texas at Dallas and her Bachelor’s Degree in Finance from the University of Macau in Macau, China.

    VP Academy-UTSW: Dr. Xiankai Sun 孙贤楷教授 


    Graduated with B.S. and M.S. from Wuhan University and Changchun Institute of Applied Chemistry in China, respectively, Prof. Xiankai Sun obtained his Ph.D. in Chemistry from University of New Hampshire (NH). after postdoctoral training and junior faculty stay at Washington University School of Medicine in St. Louis (MO), he joined the faculty of the University of Texas Southwestern Medical Center (TX), where he is now a tenured associate professor in the Department of Radiology and the Advanced Imaging Research Center. Holding the permanent endowment of Dr. Jack Krohmer Professorship in Radiation Physics, he serves as the Director of the Cyclotron & Radiochemistry Program and co-Director of the Preclinical Nuclear Imaging Laboratory at UT Southwestern. His research interests are focused on the development of novel molecular imaging probes for early detection of cancer or diabetes and non-invasive evaluation of therapeutic interventions.


    VP Academy-UTA: Dr. Weidong Zhou 周卫东教授

    Professor Weidong Zhou obtained his BS and ME degrees from Tsinghua University, Beijing, China. He obtained his PhD degree in Electrical Engineering from University of Michigan, Ann Arbor. He is currently a Professor of Electrical Engineering at UTA, directing nanophotonics group with research on optics and nanophotonics for integrated electronic/photonic chips, imaging and sensing systems. Dr. Zhou has authored and co-authored over 250 journal publications and conference presentations, including over 70 invited conference talks and seminars. Dr. Zhou is a fellow of SPIE, a senior member of IEEE, and a member of OSA

    VP Business: Dr. Ian Liu 刘以教授

    Ian Liu is an Associate Professor of Finance at University of North Texas. His research and teaching focuse on the stock market and behavioral of stock investors. Professor Liu received his Bachelor of Science in Finance from Southwestern University of Finance and Economics in China, his MBA in Management Information System and Finance, and his Doctoral Degree in Finance from Drexel University. He has published in prestigious journals like the journal of Finance, Journal of Banking of Finance. Ian also writes an investment column for practitioners at GuruFocus, a respectable value investing website.He is also a Chartered Financial Analyst(CFA® ).

    Secretary: Dr. Xingyu Zou 邹兴宇博士

    Dr. Xingyu Zou graduated from University of Science and Technology of China. He got his PhD. in Physics at University of Rochester after came to the United States. Before he moves to Dallas, he has been working on the field of fiber optical communication with 2 patents. He has been with CAST-TX for the past 6 years. 

    CFO: Shushu Chen 陈姝书

    Ms. Chen has 9-year experience in high-tech industry. She was marketing manager in HP's Shanghai headquarter and finance & HR manager in Avonaco Systems Inc. She obtained M.S.in Accounting and Information Management in UT Dallas and BS finance in South China Agriculture University. She was the President of UTD FACCS in 2005-2006.

    VP Membership: Dr. Eric Peng 彭雍博士 

    Dr. Yong Peng is a patent specialist and student associate at Shore Chan DePumpo LLP. He has extensive experience in litigating and prosecuting patents that involve complex technology. Prior to joining Shore Chan DePumpo LLP, Dr. Peng was a technical specialist at Fish & Richardson P.C., where he practiced a variety of intellectual property matters for leading companies in the U.S. and China. Dr. Peng received his Ph.D. degree in Electrical Engineering from SMU in 2010, during which he published several influential papers on IEEE journals and conference proceedings. Dr. Peng will receive his J.D. degree from SMU Law School in 2015.

    VP Organization: Dr. Huizhou Zhao 赵慧周博士


    Dr. Huizhou Zhao got her B.S. in Electronic Engineering and PhD. in Computer Science both from Peking University China. Now she is a lecturer of College of Information Sciences at Beijing Language and Culture University. She became a member of CAST-TX when she was a visiting scholar at University of Texas at Dallas.


    Accounting Officer: Gary Zhang 张庆光

    Mr. Zhang is a certified public accountant in Texas. Mr. Zhang obtained his BS degree from Shanghai Maritime University and MS in Accounting and Information Management from UT Dallas. He has been working in accounting and taxation field for many years. Mr. Zhang is currently a partner with A. Morani CPA P.C.
